Minutes of the Owen County Fiscal Court

Regular Meeting

 February 12, 2008

 

 

Regular term of the Owen County Fiscal court held in the courthouse at Owenton, Ky on the 12th day of Feb. 2008 with the Honorable William P. O’Banion presiding.  Justices present were Jerry Jones, Bobby Gaines, Teresa Davis and Ray Smith.

 

Motion made by Jerry Jones and 2nd by Bobby Gaines to approve the agenda and minutes from the last meeting , January 8th, 2008, as presented. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Jerry Jones that the constables can use white lights and have radio communication with 911 and 911talk around frequency.

Motion carried unanimously.

 

Motion made by Bobby Gaines and 2nd by Ray Smith to approve the treasurer’s monthly report as presented. Motion carried unanimously.

 

Motion made by Bobby Gaines and 2nd Teresa Davis to give permission to advertise for a brush cutter/mower equipment. Motion carried unanimously.

 

Motion made by Jerry Jones and 2nd by Teresa Davis to give permission to advertise for bids for clean-up of illegal dump on Eagle Hill Road. Motion carried unanimously.

 

Motion made by Jerry Jones and 2nd by Teresa Davis to amend the agenda to include the opening of the animal shelter bids. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Jerry Jones to award the bid to Lonnie Perkins for the animal shelter. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Jerry Jones to accept the Owen County Clerks amended 2007 budget and accept the excess fees $64,050.97 for 2007. Motion carried unanimously.

 

Motion made by Bobby Gaines and 2nd by Teresa Davis  to reflect the 2007 Health tax rate.

 

Motion made by Teresa Davis and 2nd by Jerry Jones to accept the amended 2007 budget and excess fees of $29,226.27 for the Owen County Sheriff. Motion carried unanimously.

 

Motion made by Ray Smith and 2nd by Teresa Davis to approve the Owen County Sheriffs amended 2008 budget. Motion Carried unanimously.

 

Excess fee request tabled.

 

 

 

Motion made by Teresa Davis and 2nd by Ray Smith to accept the resignation of Betty Whitehead from the Kentucky Council of The Aging.  Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Jerry Jones to approve MOA-State Board of Elections/County of Owen agreement. Motion carried unanimously.

 

Motion made by Jerry Jones and 2nd by Bobby Gaines to advertise for sealed bids for ambulance and approve the surplus of the 1995 Ford and 3 Polaroid cameras. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Ray Smith to purchase radio for $300.00 from Ralph Hearn. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Bobby Gaines to reimburse Monterey Fire Dept. for radios. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Jerry Jones to purchase 6 radios for $2336.50 for the Owen Co. Search and Rescue.  Motion carried unanimously.

 

No transfers.

 

Motion made by Teresa Davis and 2nd by Bobby Gaines to change the date for the 2008 March meeting to March 4th , 2008. Motion carried unanimously.

 

Motion made by Teresa Davis and 2nd by Ray Smith to give back Mike Raisor’s  coat, and that personal items (coats, boots, & coveralls) purchased  by county shall remain with the employees who have been employed at least 90 days.  There will be no further purchases of personal items unless brought before Fiscal Court before hand.   Judge O’Banion voted no.  Motion carried.
