Joan Kincaid, Owen Co. Clerk

Joan Kincaid has served in the County Clerk's Office for nearly 22 years. She along with her current staff are continually working together training and implementing new ways for our clerk's office to better serve Owen County. Joan has been working hard to stay in the fast lane as County Clerks have to do. She has hired additional staff and extended the office hours to better serve the public. Her goal is to provide friendly and courteous service, and to make it easier for you to do business. Joan has an open door policy for everyone to stop by and say hello.

Joan is married to Terry Kincaid and they have 2 children Michael and Michelle and 1 granddaughter Mikaela.

Debbie Howard

Debbie Howard beganDebbie Howard serving under Mary Kay Duncan in June 2005. Debbie is married to Darrell Howard and they have 2 children Josh and Nicki, 5 grandchildren, Serenity, Avery, Cooper, Cadence, and Eli.

Donita Miller

Donita Miller beganDonita Miller her service with the office as a part time employee in May of 2007 and soon became a full time deputy clerk. Donita and her husband Doug have 2 children Nicole and Kyle Shelton, and two grandchildren Kylee and Maci.

Laura Dews

Laura Dews came on Laura Dewsboard as part time employee in July of 2007 and in March 2008 she became a full time employee.   

 

Jane Blackwell

Jane Blackwell came on board as part time employee in August 2008.   In March 2009 she became a full time employee.  She previously served 6 1/2 years. She is the wife of Doug "Bub" Blackwell. They have one son Austin Douglas Blackwell.

Amy Robertson

                                     

Amy Robertson joined our staff in July 2009 as a full time deputy. Amy and her husband Blake have one daughter Harmony Pearl.

** EFFECTIVE FEBRUARY 1ST, 2011** YOU MUST PRESENT YOUR BLUE AND WHITE REGISTRATION RECEIPT IN ORDER TO COMPLETE YOUR MOTOR VEHICLE TRANSACTION. IF YOU DO NOT HAVE THIS RECEIPT, A DUPLICATE WILL BE PRINTED AT A $3.00 CHARGE PER DUPLICATE. NO EXCEPTIONS WILL BE MADE. KRS186.020.

*The County Board of Elections will meet in the Owen County Clerks Office May 14, 2012 at 10:00 AM.

* Election School will be held May 14, 2012 at 6:00 PM in the Court Room of the Court House 

* Owen County's Delinquent Property Tax Sale will be held in the Owen County Clerk's Office July 23, 2012 at 10:00 AM
