Joan Kincaid, County Clerk

Joan KincaidJoan Kincaid has served in the County Clerk's Office for nearly 22 years. She along with her current staff are continually working together training and implementing new ways for our clerk's office to better serve Owen County. Joan has been working hard to stay in the fast lane as County Clerks have to do. She has hired additional staff and extended the office hours to better serve the public. Her goal is to provide friendly and courteous service, and to make it easier for you to do business. Joan has an open door policy for everyone to stop by and say hello.

Joan is married to Terry Kincaid and they have 2 children Michael and Michelle and 1 granddaughter Mikaela.

Deputy Clerks

Amanda House

Amanda HouseAmanda House serves as Chief Deputy Clerk for the office. Amanda began serving in the clerks office in 2004 under Mary Kay Duncan. She stayed on with Joan and assumed the position of Chief Deputy in May of 2007. Amanda is married to Willie House and they have 1 daughter, Gracie.

Debbie Howard

Debbie HowardDebbie Howard also began serving under Mary Kay Duncan in June 2005. Debbie is married to Darrell Howard and they have 2 children Josh and Nicki and 2 grandchildren, Serenity and Avery.

Amanda O'Banion

Amanda O'BanionAmanda O'Banion came to the office December of 2006 just before Joan began her term as County Clerk. Amanda and her husband Tony are expecting their first child in June 2008.

Donita Miller

Donita MillerDonita Miller began her service with the office as a part time employee in May of 2007 and soon became a full time deputy clerk. Donita and her husband Doug have 2 children Nicole Dews and Kyle Shelton.

Laura Dews

Laura DewsLaura Dews came on board as part time employee in July of 2007. Laura is a recent graduate (2007) of Owen County High School.

 

October 6th 2008 is the last day to register, change address, or change party for the November Election.

October 24th, 2008 is the last day to file for write-in candidate

The Quail Unlimited plates will be available in the clerks office in October

Starting August 1, 2008 all deeds must have to whom the tax bills needs to be mailed to in order to be recorded
