Hunting and Fishing License
In order to get your hunting and/or fishing license we need your date of birth, social security number and your zip code.
Disabled Parking Permit
If you have a permanent disability you will need a statement from your Doctor. We need you to fill out the form in our office and we will get your address and social security number in order to give you the handicap parking placard. The placards are good for two (2) years and there is no charge. There is also a temparary placard. They are effective for three months. Need form TC 96-204.
Marriage License
Requirements to apply for the marriage license are a picture I.D. of the bride and groom and information on both including place of birth, fathers full names, mother full name, including her middle and maiden name , current address and occupation information. If either the bride or groom are under age (18) they must have parental consent and application needs to be ,made in the county of the underage applicant. If both are underage it must be made in the county of the brides residence. No person under the age of 16 may be issued a license unless the bride is pregnant and they have an order issued by the district court judge directing the clerk to accept the application.
Notary Bonds
Notary Public commissions are valid for four (4) years. The following requirements must be met:
- Applicant must be 18 years or older
- Resident of county or work in the county
- Good moral character
- Cannot be a convicted felon
- Applicant must complete application for Appointment to the Office of Notary Public Form. Form can be picked up at in the County Clerk’s Office
- Applications must be signed by the Judge Executive, County Clerk or Circuit Clerk, Justice of the Peace or a member of the General Assembly of the county of residence of the applicants.
- The completed application must be mailed to the Secretary of State, Notary Commissions, P.O. Box, Frankfort KY 40602-0821. A $10.00 state fee will be charged.
- If approved, the applicant will be notified that a “Certificate of Appointment” has been sent to the applicant’s County Clerk.
- The applicant must come to the County Clerk’s office to take the oath of office and post bond.
The recording fee is $13.00
Certified Copies
Only certified copies available for documents recorded in clerk's office. Fee of $5.00 for each copy. Make request in person or by writen form.
Public Records
Pursuant to KRS 61.870 to 61.884 the public is notified that as provided herein, the public records of the Owen county clerks office of the Commonwealth of Kentucky are open for inspection by any person on written application to Joan Kincaid. Owen county clerk and Official Custodian of the public records of the Owen county clerks office whose address is 136 West Bryan Street. Owenton, Ky 40359 Hours are from 8:00 a.m. to 6:00 p.m. on Mondays and 8:00 a.m. to 4:00 p.m. Tuesday thru Friday and 8:00 a.m. until 12:00 p.m. every Saturday, with the exception of holidays. Applicants for the inspection of public records shall be advised of the availability of the records requested for inspection and shall be notified in writing not later than three (3) working days after receipt of an application for inspection of any reason the records requested are not available for public inspection. Copies of written material in the public records of this agency shall be furnished to any person them on payment of a fee ten (.10) cents per page; copies of non written records (photographs, maps, materials stored in computer files or libraries, etc.) shall be furnished on request, on payment of a charge equal to the actual cost of producing copies of such records by the most economic process not likely to damage or alter the record.
