Taxes

County Board of Assessment

In accordance with KRS 133.125, the clerk or a member of the clerk’s staff is required to serve as the clerk of the local board of assessment appeals each year. This board is comprised of three property owners in the county who are knowledgeable about local real estate values. Serving at the present time would be David Lyons, Todd Marston, Peggy Tisch, and Joan Kincaid, County Clerk.

Property owners who believe their property’s assessed value is too high can file an appeal of the assessment after meeting with the property valuation administrator. These appeals are filed in the County Clerk’s Office any time before and no later than one work day following the close of the real property tax roll inspection period. Taxpayers may file an appeal in person or by sending a letter or other written petition to the office. A facsimile of a written petition can be accepted by the clerk’s office. The appeal must state the reason for the appeal, identify the property for which the appeal is being filed and the taxpayer’s opinion of the property’s value. The clerk prepares a summary of all appeals filed for the property valuation administrator within three working days after the close of the tax roll inspection period. Delinquent

The Sheriff shall sell all tax claims for which payment by the deliquent taxpayer has not been made by the closing date for the acceptance by the sheriff of offers to purchase delinquent tax claims. Delinquent tax list date, time, and location of tax sale is listed in local newspaper. The Sheriff shall file all certificates of delinquency in the County Clerk's Office immediately upon completion of the tax sale. The County Clerk may receive payment of the amount due on certificates of delinquency owned by the county and shall give a receipt to the payor and make a report to the department of revenue, county, and other taxing districts not less than once every thirty days. In accordance with KRS 133.220, the County Clerk is the local offical responsible for the preparation of property tax bills each year. The clerk obtains the official property tax rates from each taxing district each year. The tax rate information needs to be provided in writing by the appropriate official from each taxing district to the clerk's office. The County Clerk should then make sure that the rates have been entered correctly into the computer software program that is used to print the tax bills.

Deliquent 2007 Tax Sale

Should the tax sale proceed as scheduled, delinquent property tax bills will be available for purchase from the Owen County Clerk's Office on May 1st, 2008 at 8:00 a.m.

Properly completed hand delivered list with accompanying cash, certified check or money order will be processed in the order they are received by the Clerk's Office. First come first serve.

Each list must include:

  • Tax bill number in sequential order
  • Tax year
  • Taxpayer name as it appears on the bill

A lien will need to be filed at the time of the assignment at the County Clerk's Office at a charge of $13.00 for each lien.

Should the tax sale be halted, delinquent property tax bills will be available for purchase from the County Clerk's Office on May 14th, 2008 at 8:00 a.m.

All deliquent tax bills will be offered for purchase unless the finance cabinet owns the delinquency. a properly completed hand delivered list with accompanying cash, certified check or money order will be processed in the order they are received by the Clerk's Office. First come first serve.
